Automated ATC system “Victoriya”

“Victoriya” is the advanced automated Air Traffic Control System, which provides state-of-art ATC/ATM capabilities for en-route and approach controllers, and meets International Civil Aviation Organization (ICAO) standards and recommended international practices in Air Traffic management.

“Victoriya” incorporates features to improve air safety, increase airspace capacity and provide greater Controller efficiency while providing high performance and reducing controller workload.


Safety and reliability, which are essential to ATC/ATM, are the key principles of Victoriya design. Redundant hardware, proven equipment and algorithms, distributed architecture, standard communication protocols - these features provide high reliability and availability of the System.

“Victoriya” is friendly to use due to its advanced and intuitive HMI. It enables the Controllers to make faster, better informed and safer decisions, even under high traffic load conditions.


System Overview:
“Victoriya” Air Traffic Control System provides:

  • reception, processing and displaying of surveillance data, flight plans and other information;
  • recording of radar, flight plan data, operator input picture and voice;
  • playback of the recorded air traffic situation separately or synchronously with the recorded voice data when needed for analysis;
  • training environment for executive and planning controllers by means of real or simulated air traffic situations.

The System is scalable to different ATM requirements - En-Route, Approach, Tower.

Surveillance Data Processing:

  • Processing of primary, secondary and combined data (plots, tracks) from several surveillance sources;
  • Processing of ADF data;
  • Processing of METEO data (vectors, contours);
  • Monoradar and multiradar tracking;

Architecture Key Features: 

Easy expandability: the System offers an open and distributed architecture and is organized around a redundant high capacity LAN, to which all processors and Controller Working Positions are connected. Unification of system components, module architecture of hardware and software give the possibility to grow system resources without replacement of the existing components.


High availability and reliability: these objectives are provided by redundancy of all critical System components: LAN, processing servers, recording sub-system, OLDI processor are fully duplicated with automatic switchover. The possibility of radar data processing on the working positions in DARD and BYPASS modes provides system functioning even in the case of SDP server failure and LAN failure.


High flexibility: dynamic sectorisation capability and online sector-to-position assignment provide flexibility of system resources utilization. Victoriya provides a wide range of functions of System Environment adaptation and HMI adaptation.


Low cost of maintenance: All processors, used in the System, are widely available COTS hardware. As a displaying tool, COTS LCD raster scan color displays with high resolution are used (2048x2048, 1600x1200). Pointing devices, keyboards, consoles and other equipment are standard and commercially available. These aspects considerably ease system maintenance and significantly reduce its cost.
